France’s 2027 Finance Bill: understand the proposals before making a decision

Information current as of 9 October 2026. The proposed budget for 2027 includes several measures affecting housing. To review the initial wording, consult the Finance Bill published by the French National Assembly.

A budget announcement alone cannot establish your purchasing power or the profitability of an investment. Our recommendation is to prepare two separate calculations: a budget based on the rules currently in force and a simulation incorporating the proposed changes. This will help you assess their practical impact and adjust your plans once the conditions are confirmed.

A proposed interest-free loan for families welcoming a child

The initial bill proposes a “PTZ parentalité”, an interest-free housing loan for households expecting a child or caring for a child under three, subject to income conditions. It could be available even to previous PTZ beneficiaries, with this exemption available only once per beneficiary.

For a family seeking an additional bedroom, a garden or a more practical home, this proposal deserves a financing simulation. In Saint-Selve, Saint-Morillon or the Entre-deux-Mers area, start by defining what your future home needs to provide: room numbers, daily travel, access to local services and outdoor maintenance.

A useful first step: ask your bank to compare the financing available today with what might become possible after the reform. Household eligibility, property eligibility and the timetable will need to be confirmed before you include this support in a purchase offer.

Furnished rentals: reassess your investment’s profitability

Article 7 proposes limiting deductible depreciation of properties under France’s non-professional furnished letting regime, known as LMNP, to 2.5%, capped at €7,000 per year per tax household. For furnished holiday rentals, the limits would be 1.5% and €5,000. Certain specialist residences would be excluded.

The bill also proposes ending the carry-forward of newly generated depreciation that cannot be deducted from 2027 onwards. Earlier accumulated balances would remain usable until the end of 2036, subject to a limit of half the taxable profit remaining after the specified deductions.

These proposals appear in the initial text of the 2027 Finance Bill, particularly Article 7.

For an investment in Gironde, our advice is to compare several scenarios with your accountant. Consider realistic rental income, periods without tenants, maintenance, furniture, financing and taxation. A tax benefit should support a sound rental project rather than compensate for an excessive purchase price or poorly assessed demand.

If you already own a furnished rental property, gather your depreciation schedule and recent accounts. These documents will help establish how the proposed reform could affect your individual circumstances.

Energy renovation: prepare a reliable works budget

The Government’s official presentation announces a renewed focus for France’s national housing agency, Anah, on comprehensive renovations and collective housing. It also proposes continuing free guidance through France Rénov’ advice centres. At this stage, this does not establish the precise support available for an individual application in 2027.

When buying an older house in Langoiran, Tabanac or Portets, we recommend obtaining cost estimates before setting your final budget. Assess insulation, ventilation and heating together: replacing a single piece of equipment may not address all the property’s needs.

Obtain detailed quotations and check eligibility conditions with France Rénov’, France’s public home renovation service. In your financing plan, distinguish between the total cost of the work, confirmed financial support and the amounts you will need to pay upfront.

Planning to sell? Gathering surveys, invoices and information about the property’s equipment will help buyers understand the home. A property valuation tailored to your home in Gironde can then help establish its market positioning.

Family gifts: an option to discuss with your notary

The Finance Bill proposes temporarily increasing the exemption limit for certain cash gifts to €50,000. It also provides for a 6% gift tax rate, up to €100,000 per donor and beneficiary under 50. The proposed arrangements would run until 30 June 2027, subject to conditions.

For families wishing to help a child buy a home, our recommendation is to prepare the information your notary will need: the intended amount, previous gifts and the project timetable. They can compare the available options and their cost according to your circumstances.

A reduced tax rate does not automatically mean a gift will cost less. Request an individual comparison before choosing a date or arrangement. For the buyer, it will also be essential to establish the amount actually available towards the deposit.

Housing benefits: monitor the potential impact on household budgets

The Government proposes freezing certain APL housing benefit calculation parameters in 2027, with the possibility of restoring their adjustment by decree. For students from the wealthiest households, a choice between housing benefits and the parents’ tax advantage would be introduced from 1 September 2027.

The proposals are explained in the official overview of the main measures in the 2027 Finance Bill.

When planning to rent, we recommend calculating the complete budget: rent, service charges, energy, insurance and transport. For parents of students affected by the proposed choice, the comparison should consider the family’s overall finances.

How can you prepare your property project in Gironde?

Budget discussions may change your assumptions, but you can already make progress on the practical aspects of your project:

  • Buying: confirm your financing and retain a reserve for expenses after the purchase.
  • Investing: compare expected income and costs under several tax scenarios.
  • Renovating: obtain quotations and separate confirmed support from potential support.
  • Selling: prepare the property’s documents and assess its position in the local market.

In Langoiran and Saint-Selve, our approach is to connect these considerations with your objective: a main residence, a move, a family transfer or an investment. A decision will be better grounded when it reflects your needs and verified figures.
